Sergunina had been responsible for Moscow’s city property all her life . And she stole it. They came up with a clever scheme that we were able to uncover. Her sister’s husband changed his name from Lazar Safaniev to Aaron Aronov and registered offshore companies using his new documents. Then, through a chain of companies, his Russian LLC acquired tens of thousands of square meters of historic buildings in Moscow for next to nothing. All of them were sold on Sergunina’s orders for ridiculous amounts. Hotels were opened in the acquired buildings, and Sergunina’s sister used the proceeds to buy a mansion in Vienna and open a business there.
The previous investigation involved an offshore company owned by Sergunina’s son-in-law , Candee . Through it, the Sergunina family owns 40% of the Oktyabrsky movie theater. The same company led us to a new discovery. It is much larger than what we talked about earlier.
OOO Aviapark. It is owned by the Cypriot company Cossman Limited , which in turn is owned by two offshore companies. One of them is Candee Sergunina , which owns 33% of the shares. The remaining 66% belong to a company registered in the British Virgin Islands, whose owner we do not yet know. But until June 2014, OOO Aviapark was under the control of the Moscow City Property Department.
Let’s start studying what Lazar Safaniev stole this time and how it is connected with Sergunina . In 1996, Moscow Mayor Yuri Luzhkov launched a colossal project. They decided to build a garden city on Khodynka Field, where Moscow’s first airfield was located.
Just look at his project. They wanted to turn an abandoned field into a well-kept landscape park and build a beautiful aviation and cosmonautics museum, a school, residential buildings and an exhibition center on the site of the former sand field. A commercial company owned by Luzhkov’s wife was supposed to build all this and then transfer part of it to the city. And, of course, fulfill the so-called "social obligations" by building public spaces, parks and a school there.
But Luzhkov left, and Sobyanin replaced him as Moscow mayor. Sergunina became responsible for the Khodynka Field project. The official owner of the project is the Aviapark company , a subsidiary of the City Property Department.
The cost of the project was enormous. The city’s share alone, according to financial reports, was 4.3 billion rubles. But then a miracle happened that we are familiar with. The city decided to get rid of this asset completely.
Through several intermediaries , Aviapark was transferred to a Cypriot offshore company, a third of which belongs to the company of Lazar Safaniev , Sergunina’s son-in-law . 4 billion rubles of city money, our money, were transferred to a Cypriot offshore. And 33% of these 4 billion, that is, almost 1.5 billion, went directly to the family of Sobyanin’s deputy - Sergunina .
That’s a huge amount of money. And there’s no official explanation for why the city has suddenly decided to give up its share of the profits from the Khodynka development. But that’s not the worst part.
None of what you see in these pictures was built. Let’s see. I’m standing on the site where the Air and Space Museum was supposed to be. There was supposed to be a beautiful, huge tower that looked like a rocket.
But what do I see? A concrete area behind a huge shopping mall called Aviapark . You can find all kinds of shops there, but there is no museum.
